About C4R - CENTRE FOR RESILIENCE
What Is Resilience?
RESILIENCE: The capacity and ability of individuals, communities, institutions, government, business and systems to survive, adapt and grow, no matter what kinds of internal or external stress they experience.
SOVEREIGN RESILIENCE: The capacity and ability of individuals, communities, institutions, government, business and systems within a national environment to survive, adapt and grow, no matter what kinds of internal or external stress they experience, while maintaining and strengthening sovereign capability.
Resilience is not limited to emergency response or recovery after a crisis. It includes the ability to anticipate change, understand dependencies, maintain essential functions, adapt under pressure and emerge stronger.
Who We Are
C4R - CENTRE FOR RESILIENCE is an independent and nonpartisan Australian resilience organisation and think-tank initiative.
Based in South Australia, C4R - CENTRE FOR RESILIENCE undertakes strategic intelligence, research, reporting, events, workshops, organisational support and evidence-based advocacy.
We examine the resilience of people, organisations, industries, communities, cities, infrastructure networks and national systems. Our role is to identify emerging pressures, expose hidden dependencies, connect issues that are too often considered separately and help decision-makers understand what those developments mean in practice.
C4R - CENTRE FOR RESILIENCE brings together leaders and perspectives from business, government, industry, research, community organisations and professional practice. This multidisciplinary approach recognises that resilience challenges rarely belong to only one sector or institution.
A disruption in energy can become a supply-chain problem. A shortage of aged care capacity can become a hospital system problem. A workforce shortage can constrain housing, defence, health and infrastructure delivery. A geopolitical development can affect Australian trade, investment, technology access and sovereign capability.
C4R - CENTRE FOR RESILIENCE focuses on these connections.
Our Purpose
Our purpose is to strengthen the ability of people, organisations, communities and critical systems to anticipate disruption, adapt to change and continue to function under pressure.
We seek to improve the quality of resilience-related decision-making by:
Identifying emerging risks, opportunities and system dependencies.
Converting complex information into clear strategic intelligence.
Supporting stronger organisational and institutional capability.
Facilitating informed discussion across sectors.
Encouraging proactive investment in resilience.
Advancing practical, evidence-based policy responses.
Supporting collaboration between government, industry and community.
Promoting long-term thinking beyond immediate political or commercial cycles.
Our Mission
Our mission is to advance a more resilient Australia by connecting strategic intelligence, applied research, organisational capability and collaborative action.
We work to improve the capacity of organisations and systems to:
Anticipate shocks and structural change.
Prepare for foreseeable disruption.
Respond effectively under pressure.
Recover efficiently.
Adapt to changing circumstances.
Strengthen long-term capability.
Convert disruption into learning and improvement.
Our Vision
Our vision is for resilient, adaptive and prosperous Australian communities supported by capable organisations, dependable infrastructure, informed leadership and strong sovereign systems.
We envisage cities, regions and institutions that are better able to manage uncertainty while maintaining community wellbeing, economic continuity and public confidence.
Our Independence
C4R - CENTRE FOR RESILIENCE is independent and nonpartisan.
We are not aligned with any political party. We may engage with governments, opposition representatives, public agencies, businesses, industry associations, universities, community organisations and other institutions where that engagement advances a legitimate resilience objective.
Engagement does not constitute political endorsement.
Our public positions are intended to be informed by evidence, system impacts and long-term resilience considerations. They may support, question or recommend changes to government, industry or institutional decisions where the available evidence warrants doing so.
Membership, sponsorship, partnership or participation in a C4R - CENTRE FOR RESILIENCE event does not provide editorial control over our independent research or public commentary.
Where relevant, material relationships, sponsorships, contributions or limitations should be disclosed.
Geographic Focus
C4R - CENTRE FOR RESILIENCE is Australian-based, with a strong operational foundation in South Australia.
Our geographic focus operates across several interconnected levels:
South Australia
South Australia provides an important operating environment for examining resilience across defence, energy, critical minerals, advanced manufacturing, agriculture, health, ageing, housing, tourism, regional development and urban systems.
Australia
Our national work examines sovereign capability, supply-chain security, infrastructure, economic continuity, workforce capability, cyber resilience, emergency preparedness and the resilience of essential systems.
Indo-Pacific
Australia’s resilience is directly influenced by relationships and developments across the Pacific, Southeast Asia, Northeast Asia and the Indian Ocean region. C4R - CENTRE FOR RESILIENCE therefore considers trade, security, diplomacy, supply chains, energy, technology and regional partnerships across the Indo-Pacific.
Global
International shocks, conflicts, technological shifts, trade restrictions, climate pressures and market changes can create material consequences for Australian organisations and communities. Our analysis places Australian developments within this wider global context.
